摘　　要：建设项目投资控制问题一直是全国性的重要课题。目前大量的工程造价概算超支（或工程质量低下），建设项目投资失控现象仍不时发生，尤其是国家财政性投资项目概算超支问题更为突出。文章针对国家财政性投资建设项目造价超支问题进行了分析探讨，归纳了三大方面的主要原因—— 体制、法制和素质，并针对其主要原因提出了对策。Construction investment control is one of the very important research projects. Overspending to the construction budgetary estimate cost (or poor construction quality) and losing control of construction investment are the common problems at the current time. It is very serious to overspend the budgetary estimate cost of the construction projects invested by nation finance. This article discusses the overspending problem of the construction projects invested by nation finance, concludes three main reasons: political system, legal system including and accomplishment and raises relevant countermeasures.
