摘　　要：文章通过对中国自主国际学术论文在资源管理和使用中存在的问题分析,揭示其问题成因,探讨了我国自主国际论文存档、管理的重要性和可行性,提出以学术图书馆为主体建立我国自主国际学术论文资源保存体系。结合台湾地区TAIR的成功实践,提出机构知识库是整合国际学术论文的现实选择,并从管理及运行机制、元数据标准及其质量控制、知识产权三个方面,讨论了我国自主国际学术论文资源保障的实现途径。How to manage and use the independent international academic papers is a noteworthy problem in Chi- na. The paper points out the importance of its self- arehiving and management. Institutional Repository （IR） is an effective mean of integrating international papers by considering the successful practice of building Taiwan Academic Institutional Repository （TAIR） . Furthermore, a guarantee system of Chinese independent international academic papers is constructed from three aspects, including managing and operating mechanisms, metadata standard and quality controlling, as well as intellectual property rights.
