军地合作:军校图书馆提升信息资源保障和服务水平的思考

摘　　要：军民融合是优化国家资源配置的重要发展战略。文章分别梳理了地方高校(科研院所)图书馆和军校图书馆的发展进程和现状。在此基础上指出军校图书馆应摒弃自我封闭的建设思路,引入军地合作发展机制。从信息资源、信息技术、信息服务3个方面来阐述军校图书馆如何借由军地合作机制,依托地方资源,突破军队内网所带来的发展瓶颈,从而达到提升信息资源保障和服务水平的目的。Military-civil integration is an important development strategy of optimizing the allocation of national resources. The article combs the development progress and status quo of civil college （scientific research institute） libraries and military academy libraries separately. On this basis, the article proposes that military academy libraries should abandon the self-closed construction i- deas and introduce the mechanism of military-civil cooperation. The article elaborates how military academy libraries utilize military- civil cooperation mechanism and rely on local resources to break through the developing bottlenecks caused by army intranet from 3 aspects of information resources, information technology and information service so as to reach the purpose of improving the informa- tion resources guarantee and service level.
