网络民意的政策价值及其制度培育

摘　　要：分析我国网络民意的话语表达特点,发现当代中国的网络民意还停留在"大众话语空间"的表达层面,缺乏公共理性的指导和约束,这一态势必然阻碍网络民意发挥其政策价值。因此,把网络民意从大众话语空间的表达层面上升到公共话语空间的表达层面,是网络民意政策价值制度生成的必要路径。Analyzing the expression characteristics of the cyber public opinion, we can find that contemporary Chinese’s cyber public opinion is still stuck in the“mass discourse space” expression level, lack of guidance and constraints of public reason. This trend will inevitably hinder the cyber public opinion to play its policy value. Therefore, upgrading the cyber public opinion from the mass discourse space expression levels to the expression level of public discourse space is the necessary path to generate the policy value of cyber public opinion in an institutional way.
