我国公共体育服务供给困境及原因分析

摘　　要：以公共经济学、公共服务、公共选择等相关理论为基础,运用文献资料、数理统计、逻辑分析等研究方法,对我国公共体育服务供给的现状、内容与特点、供给困境以及从公共选择的视角对供给困境的原因进行深入剖析,旨在推进我国公共体育服务体系建设。研究结论:1)近年来我国体育事业经费快速增长,但是体育事业经费支出占文体广播事业费支出比重处于下滑趋势,并且地区之间人均体育事业经费具有显著性的差异;2)我国公共体育服务具有供给主体的单一性,供给内容的非公众选择性,供给非均衡性的特点;3)我国公共体育服务供给困境主要体现在公共体育服务供给的市场失灵、政府失灵和社会失灵;4)我国公共体育服务供给困境原因主要包括公共体育服务供需信息不对称,供给主体的私利性,供给的双边垄断性和缺乏有效的监督。Based on the theories of public economics, public service and public choice, and using the methods of literature consultation, mathematical statistics and logistic analysis, this paper deeply analyzed the situation, con- tent, characteristics and supply problems of public sports service supply in China. Besides, the authors also ana- lyzed the reasons of supply problems from the perspective of public choice. The objective is to promote establishing public sports service system in China. There are four inclusions. At first, in recent years, although sports service funds increases rapidly, the proportion of sports service funds in culture and sports and broadcasting funds presents a decreasing trend. There are significantly different among sports funds per capita in different areas. Secondly, the characteristics of Chinese public sports service include singleness in supply object, no selectivity in public supply contents and unbalance in supply district. Thirdly, the supply problems of public sports service in China mainly reflected in market failure, government failure and society failure. At last, the reasons of the problems include a- symmetrical information of supply and demand, selfish interest of supply subject, bilateral monopoly in supply and lack of effective supervision.
