摘　　要：提出了"视频雷达"这一新的概念,即基于视频信息和电子定位信息的应用技术,重点研究了监控视频信息和目标定位信息的融合算法,研究电子定位信息获取技术、视频目标提取跟踪技术、视频信息与地理信息的匹配技术,从而通过视频、位置、时间三个主要维度确定目标的存在,复合高价值的视频信息,实现精确跟踪与监控目标。This paper puts forward the new concept of ＂video radar＂, which is based on the application technology of electronic location information and video information. The paper mainly focuses on the fu- sion algorithm of video monitoring information and target location information; It also conducts researches on the techniques of obtaining electronic location information, tracking and extracting the video target, and the techniques of matching video information with the geographic information. Thus, through video, location and time, we can confirm the existence of the target, and consequently, realize the ultimate goal, the accurate target tracking and monitoring.
