警惕自主创新战略重蹈洋务运动的覆辙

摘　　要：目前我国自主创新的体制环境比2006年初提出这一战略时并没有改善,表现出了类似于晚清洋务运动时期的"洋务"特征,这突出地体现在四个方面:外汇占款成为货币发行的基本机制导致我国科技创新投入的资金成本畸高和民营企业极度缺乏资金,根本无法与在华外国资本展开竞争;自由贸易正在使我国科技创新丧失赖以生存的国内价值链高端产品的自主权;高度依赖外国直接投资是"新洋务运动"新的和突出的特征;政府无法通过自主创新产品的政府采购对中资企业进行支持。十八大提出的"创新驱动发展战略"应该建立在一种全新的发展模式之上,这种模式至少应该包括以下要素:保护民族产业及其国内市场,实施主权信贷,回购外资企业,恢复实施2007年颁布的自主创新产品政府采购法。Nowadays, the institutional environment for independent innovation hash＇ t been improved since the strategy was put forward at the beginning of 2006, and has shown some ＂Westernization＂ characteristics similar to those in the period of Westernization Movement in late Qing Dynasty, which are prominently reflected in the following four aspects. Foreign exchange has become the basic mechanism of monetary issue, which results in China＇ s excessively high cost of capital in scientific and technological innovation investment, and prevents private enterprises from competing with foreign capital in China for lack of funds. Free trade is robbing China of domestic autonomy of high-end part of product value chain on which scientific and technological innovation lives. Highly depending on foreign direct investment is the new and distinctive features of ＂New Westernization Movement＂. China has failed to support the development of enterprises through government＇ s procurement of independent innovation products. The ＂innovation-driven development strategy＂ put forward at the 18th National Congress of the Communist Party of China should be based on a kind tff brand-new development pattern, which at least has to include the following factors： protecting national industry and domestic market, the implementation of sovereign credit, buying back the foreign enterprises, and returning to the Government Procurement of Independent Innovation Products Act passed in 2007.
