摘　　要：党的十八大提出要实现"老有所养",这是应对我国社会人口老龄化急速发展的必然要求。构建以社区服务为平台,以居家养老为基础,以政府引导为前提,以非政府组织协调为纽带的"多元一体化"社区居家养老服务模式,是应对目前老龄化问题的关键所在。其运行之关键则在于"多元"与"一体化"的高度统一,以及完善的服务支持系统与服务评估机制。Achieving the purpose of “being old but supported” was put forward at the Eighteenth National Congress of the CPC ,which is the inevitable requirement of the rapid development of ageing in China .With community service a platform ,home-based care a foundation ,government guidance a premise and non-governmental organizations’ coordination a link ,constructing a“mul-tiple integration” home-based care mode for the aged in the city community is the key to the cur-rent aging problem .There are three critical factors to ensure the effective operation of the mode ：the high unity between diversification and integration ,perfect service support system and evalua-tion mechanism .
