摘　　要：政治冷漠的发生和存在应该有如下前提:主体具有行使民主权利的能力和自由选择的意志,客体具备有效参与机制。对狂热政治参与的理性回归和由于政治参与低效而被迫沉默都不能称为政治冷漠,民众积极参与社会事务和非制度化的政治参与使政治冷漠成为假象。The emergence and existence of political apathy should have the following the premise： People have the ability to exercise their democratic rights and have the will to make a choice freely; the political system is able to allow people to participate effectively in. Further analysis revealed that returning to rationality from the fanatical political participation and being forced to silence can not be called political apathy; Participating actively in social affairs and non-institutionalized political participation are illusions of political apathy.
