摘　　要：介绍了近年来国内外应急管理平台的建设情况,就系统建设和制度建设中容易出现的一些问题进行了探讨,并以沈阳市环境应急综合管理信息系统为例,介绍了基于突发事件应急管理框架的环境应急管理系统事前预防、事中应急和事后恢复的3个功能模块及该系统的一些特点。This paper introduced the construction situation of domestic and foreign emergency management information system in recent years, discussed some problems of information system construction and put forward the solution. Taking the Shenyang environmental emergency management information system as an example, this article introduced three function modules of prevention, emergency and recovery of the whole process, and some characteristics of the system.
