摘　　要：天然林保护是在政府推动下实施的 ,属于强制性制度变迁。文中分析了这项制度变迁所遇到的阻力 ,天然林区林业职工、林农利益受损和地方财政收入减少是阻力产生的根源。为了使天然林保护工程能够顺利实施 ,笔者提出了减少阻力的对策 ,即采取各种措施对利益受损者进行补偿和扶持。Natural forest protection project is a compelling institutional change, because it is forced by government.The paper expounds resistances which the institutional change meet with.The income of forestry worker and finance reduce is source of emerging resistances in natural forest area.In order to realize successfully natural forest protection project,the authors put forward strategies which reduce these resistances. The strategies are those people of income decrease are compensated by a variety of measures.
