摘　　要：主要采用了文献资料法、专家访谈法等研究方法,对我国体育领域中的体育技术法规概念、作用、体系的构成、存在的问题、以及如何构建进行了深入的探讨。指出体育技术法规体系涉及法律、行政法规和部门规章,以及强制性标准各个层面的技术规定,目前我国体育技术法规体系存在政府规制缺失体育技术要求、体育行政部门规章与体育行政的技术法规不配套等问题;提出体育技术法规体系建设要注意与体育标准和体育服务合格评定等体系的建设紧密结合,在《体育法》修订中增加有关体育标准化内容,制订《体育标准化管理办法》等建议。研究成果对我国体育依法行政、依法服务、标准化体系建设具有重要的现实意义。By mainly using documentary method and Delphi technique, this paper focus on conception, function, system, existing problem and construction way of sports technique regulation. Sports technique regulation system consist law, administrative regulation, department ordinance and compulsory standards. Sports technique regulation is missing in government regulation and incompatibility with sports administrative division regulation in current China. This paper suggested combined with sports standard system and sports conformity assessment services system when construct sports technique regulation system, added sports standard articles when revised Law of the Peoples Republic of China on physi- cal culture and sport and enact Measures for the Administration of Sports Standardization. The research results may have some realistic meaning to China＇s sports administrative, service and standard system.
