政府公共投资扶持体育产业发展的形式及优化建议

摘　　要：为厘清政府利用公共投资体育产业发展的形式及其后果,以政府投资体育产业的形式为对象,利用文献资料对此进行探讨。结论:政府公共投资是引导体育产业发展的重要途径。政府公共投资扶持体育产业发展的形式有建设体育场馆、培育或引进体育赛事、扶持体育用品产业发展和直接注资职业体育俱乐部。存在问题有:方式较为简单,难以形成内在激励;定位不明确,呈现公共投资的挤出效应;直接投资易诱发社会风险等。建议:注重扶持形式的多元化,尽量避免资金直接注入;明确扶持体育方式定位,发挥公共投资的引致效应;强化利益约束,规避社会风险。研究价值:为政府利用公共投资扶持体育产业提供合法性辩护,并且能为形式优化及其风险规避提供对策服务。For the purpose to clarify form and result of the government public investment to support sports industry, this paper discusses it based on documentary materials. In conclusion, the government public investment is an important way to guide the development of sports industry. Build stadium, cultivate or introduce sports event, support industrial development of sports product, direct invest professional sports club are the forms. The exits problems including simple method which is difficult to form intrinsic encouragement; indefinite position which cause extrusion effect and direct investment easy induce social risk. This paper suggests pay more attention to support diversity forms, as far as possible avoid direct investment; definite support way to exert leading effect of public investment; Strengthens constraint interests and avoid social risks. The research value is provides legal defense for government to support sports industry by public investment and for form optimization and risk aversion.
