摘　　要：如何在坚持公立医院公益性的同时,改革管理体制,达到"政事分开、管办分开"的目的,使公立医院更好地满足人民群众的医疗服务需求,是当前公立医院改革的重点。论文通过对部分国内外公立医院管理改革的方法经验进行总结分析,根据改革后医院产权、经营权的差异进行分类比较,提出体制改革建议,旨在为制定科学合理的公立医院管理体制提供参考。How to maintain the public hospital public welfare, at the same time, reform the management system, to achieve ＂ separation from powers and responsibilities＂, ＂separation from decision making and monitoring functions＂, make public hospital better satisfy peopleg medical service demand, is the key to the reform of public hospital. The paper through the method of analy- sis of the experience about part of the public hospital management reform at home and abroad, classification and comparison the differences of the hospital after the reform, According to the property rights and management rights, offer reference and consulting for making a scientific and rational management system of public hospitals.
