摘　　要：数字化环境下，公共文化服务需要结合数字化的力量进行传播和发展，公益性数字文化服务体系的构建就是其重要体现。文章探讨了公益性数字文化服务体系构建q-的相关政策，包括三大惠民工程的政策内容以及三者之间的区别与联系，对当前的公益性数字文化服务政策加以解析，并结合实际，提出新政策构架中的一些解决方案。Under digital environment, puouc cultural services require development of the power of digitization, the building of welfare digital cultural service system is an important manifestation. This paper examines the built policies of welfare digital cultural service system, including the policy contents of the three projects ,and analysis the links and distinguish among the three parts of digital cultural service system, then combined with practical, proposed some of the solutions in the new policy framework.
