典型农区村域土地承包经营权流转调查研究--以河南省西万村为例

摘　　要：加快推进土地承包经营权流转是解决"三农"与"三化"问题的有效途径。沿袭经济地理学微观研究视角、典型地域研究选择等方法,通过问卷调查对农区土地承包经营权流转的典型村域-河南省沁阳市西万村进行实证研究。研究表明:典型农区条件具备的村域土地流转是可行和必要的,但需要同时满足前置条件、基础条件、制度条件和支撑条件;村集体依托农业龙头企业开展土地流转达到了双赢的局面,生产力得到显著提高、生产关系明显改善,流转后流出方人均耕地增加43%、亩均产量增加15%、人均纯收入增长71.4%,而流入方通过合理的土地整理和空间布局,机械化耕作和规模化种植水平得到大幅提升。现实流转收益与农民预期收益还存在一定差距,文化素质偏低以及社会保障机制不完善是制约西万村土地流转的瓶颈问题。Accelerating transferring of land contract and management rights is an effective way to solve issues of agriculture,farmer and rural,and to accelerate the coordinate development of industrialization,urbanization and agricultural modernization.According to the economic geography of microscopic research perspective and typical regional selection,the Xiwan village in Henan province was taken as a typical case for questionnaire survey.The research indicated that land transfer was practicable and necessary in traditional agricultural areas,many conditions needed to be required at the same time.A win-win situation was achieved after land transfer,the productivity and relations of production had been significantly improved.Arable land per capita increased by 43%,yield per mu by 15% and net income per capita by 71.4% at outflow side,and mechanized farming and the level of large-scale cultivation had been increased dramatically at inflow side.But the actual income and peasants expected return still have certain gap,and literacy deficiencies and imperfection of social security mechanism are bottleneck problem of land transfer.
