摘　　要：以国家林业局防治荒漠化管理中心掌握的资料为依据,总结了《防沙治沙法》十余年来贯彻实施情况:防沙治沙取得了明显成效,完善了配套法规制度,推进了依法治沙进程。同时,作者查找并分析了防沙治沙执法监督落实难、法律之间冲突、制度设计不完善、沙区项目环境影响评价未体现防沙治沙要求等问题。最后提出了完善法律制度的建议。This thesis summarized the executing progress of the law of combating desertification which has gone into effect for 11 years.There have been three main progresses caused by the law implementation including obvious achievements of combating desertification,the development of combating desertification legally and consummation of related statutes.And this thesis looked into and analyzed problems during the course of the law carrying out,including： difficultly execute and supervise the law,conflict of some related laws,faultiness of system design,infrequently combating desertification countermeasures involved the EIA report of the project which among desertified areas.Finally,the author summed up this case study and made his own suggestions regarding the implementation and consummation of the law of combating desertification.
