老年人福利的社会化与海外移民的慈善推动——以广州为个案

摘　　要：中国政府的社会福利社会化为海外移民参与侨乡社会福利提供了政策上的支持和法律的依据,侨乡弱势群体的大量存在和老年人对社会福利需求的增加,为海外移民的慈善参与提供了空间和动力。改革开放后,海外移民在广州侨乡慈善供给老年人福利,由孤寡老人、生活困难的老人扩展到全体老人,由老有所养到老有所医、老有所乐、老有所学、老有所为,由临时性的提供福利到设立基金长期提供福利,体现了新时期海外移民资助老年人福利发展的趋势,拓展了中国社会福利社会办的途径,为其它地区兴办社会福利事业提供了一个成功的范式。The socialization of China＇s social welfare provides policy support and legal basis for oversees Chi- nese to participate in China＇s social welfare development. The large number of disadvantaged people and their in- creasing demand for social welfare also stimulate Oversees Chinese to participate in this cause. Since the reform and opening up, overseas Chinese charities have been providing welfare support for the senior citizen, and the benefit has extended from the old widows/widowers and the old with life difficulty to all the old people for them to enjoy medical care, life, schooling and achievement. The welfare has changed from temporary one to everlasting funding to provide long-term benefits for the older people. It reflects the new development trend of overseas financ- ing the elderly welfare. It also promotes the socialization of Chinese social welfare, thus providing a successful paradigm for other areas in China to develop their social welfare.
