西北民族地区村民自治基于满意度的考察——以西海固地区徐坪村和西安村为例

摘　　要：以宁夏西海固地区的徐坪村和西安村为例,以村民满意度测量作为检视村民自治效果的重要指标,通过实地调查,结果表明:在西海固地区村民自治制度实施效果是比较显著的。村民对该制度总体上是满意的,表现在村干部的能力、态度、办事效率、纠纷调解等方面;村民对自己的生产生活也表现了较高的满意度。但是,在带动大家致富增收、推进新农村建设、选举程序等方面满意度较低。This essay takes the Xuping and Xi＇ an villagers in Xihaigu district in Ningxia Hui Autonomous Region as examples, and the evaluation of villagers＇ satisfaction as an important index to measure the effectiveness of villagers＇ self-governance. The results show that： the villager autonomy system implementation effect was more significant in Xihaigu area. The villagers were satisfied with the institution, reflecting in the ability, attitude, working efficiency, dispute resolution and so on. The villagers were satisfied with production and living conditions. However, they were not satisfied with the condition of increasing income, advancing the construction of new rural, electoral procedure and so on.
