摘　　要：为落实国务院批复的《河北沿海地区发展规划》提出的建设滨海开发带、发展特色农业的部署,调查了河北沿海地区特色种植业、特色林果业、特色养殖业、特色加工业及休闲观光农业产业集群发展的现状,确认资源禀赋诱导、产业链条延伸、龙头企业带动、农业文化传承、市场环境催生、政府行政推动是该地区特色农业产业集群形成的主要动力机制。解决目前河北沿海地区特色农业产业集群发展存在的区域协同效应较低、产业链条延伸受限、外部环境支持乏力、资源利用水平不高、集群竞争不够充分等问题,需要制订特色农业产业集群发展规划,构建多元投资体系,创新集群发展机制,优化集群发展环境,提高特色农产品的市场占有率。In order to carry out the arrangement for the construction of coastal development zone and the development of characteristic agriculture put forward by ＂Hebei coastal area development planning＂ approved by the State Council, the field investigations on current situation of industrial clusters of characteristic crop-planting, characteristic fi-uit industry, characteristic cultivation industry, characteristic processing industry and leisure sightseeing agriculture were conducted. The paper confirmed that the resource endowment induction, industry chain extension, leading enterprise promotion, agricultural cultural heritage, market environment catalysis and govemment administration boost were the main dynamic mechanisms for the formation of characteristic agricultural industrial clusters. To solve problems of low synergy effect, limited industry chain extension, weak external environmental support, low level of resources utilization and insufficient cluster competitive strength existing in the development of characteristic agricultural industrial clusters, we have to develop characteristic agricultural industrial cluster development plans, build diversified investment systems, innovate industrial cluster development mechanisms, optimize industrial cluster development environment and improve characteristic agricultural products market share.
