基于SWOT分析的江苏县域水利现代化建设策略

摘　　要：从分析方法的角度探讨江苏县域水利现代化规划编制过程中的相关问题,以江苏省射阳县为例,分析了该县水利现状的内部条件和外部环境,提出采用SWOT分析法研究县域水利现代化建设策略,并对内部条件的优势、劣势以及外部环境的机遇和威胁进行了分析,建立SWOT策略,以此基础来制订射阳县水利现代化建设规划。江苏作为全国水利现代化唯一试点省份,射阳县水利现代化是其中重要组成部分,其制订对其他省份及县域推进水利现代化建设具有重要的指导和引领作用。During the county-level water conservancy modernization planning＇s preparation process in J iangsu, the related issue con- cerning it from the perspective of analytical methods is discussed. Taking Sheyang County in Jiangsu Province, for example, the sta- tus of the county water conservancy internal conditions and the external environment is analyzed. The proposed way uses SWOT method to analyze the water conservancy modernization strategy of counties. By analyzing internal conditions＇ strengths or weaknes- ses and opportunities or threats of the external environment, SWOT strategy is established to make a plan of water conservancy and the modernization of Sheyang County in Jiangsu Province is the unique pilot provinces of country water conservancy modernization plan, and Sheyang County＇s water conservancy modernization is an important component of Jiangsu Province, so it plays an important guiding and leading role in promoting water conservancy modernization of other provinces and counties.
