小型农田水利设施建设项目绩效评价指标体系的构建研究

摘　　要：近年来,国家投入了大量的财政资金用于小型农田水利设施的建设,开展对小型农田水利设施建设项目的绩效评价工作也成为了项目监管的重点领域。本文设计了用于项目总结性评价的、包含有项目管理、产出和效果三方面内容的绩效评价指标体系,并将所构建的指标体系在河北省Z市小型农田水利重点县建设项目中进行了检验。In recent years, with the increase in the central and local finance for small-scale irrigation and water conservancy project in- vestment, the performance evaluation work of small-scale irrigation and water conservancy is the focus of the project supervision. This paper selects the input, output and effect in the project construction as the key factors affecting the formation of project per- formance. On the basis of constructing the performance evaluation index system, the index system in County Z in Hebei Province ap- plied.
