摘　　要：发展低碳经济是应对全球气候变暖的有效措施之一。低碳经济评价涉及的因素非常多，评价信息具有不确切性和不完备性，决定了低碳经济评价的灰色性。针对这一特点，采用灰色理论进行低碳经济发展综合评价。首先分析了低碳经济涉及的因素，并在此基础上构建低碳经济评价指标体系；然后依据评价模型对江苏2002-2011年低碳经济发展状况进行了评价。实证研究表明，低碳经济发展的灰色评价所得结果客观、可信，能够为低碳经济发展提供决策的依据。The development of low-carbon economy is one of the effective measures to deal with the global climate warming. The evaluation of low carbon economy involves a lot of factors, and the appraising information is not exact and complete entirely, which determines the gray nature of the evaluation system. Direct to this characteristic, this article makes the comprehensive evaluation of low carbon economy by way of Grey Theory. Firstly, the key factors that influence low carbon economy are analyzed and the evaluation index system of low carbon economy is then set up. Finally, taking the low carbon economy in Jiangsu 2002-2011 for examples, this article applies the method into the evaluation process. The empirical study shows that the result of the Grey comprehensive evaluation of low-carbon economy is objective and reliable. It can offer reference for the decision-making of the development of low-carbon economy.
