摘　　要：乡镇人大处于我国人大体系中"金字塔"的塔基部分,由选民直接选举,是国家权力机关体系的基础,因此,它在基层政权、基层社会的发展和稳定中发挥着重要作用。为研究分析乡镇人大目前发展中存在的问题,我们进行了实地调研,主要研究乡镇人大制度建设,如直接选举、政治参与等方面但的情况,这对巩固和发展基层政权、维护社会稳定、促进人民代表大会制度发展与完善等具有重要意义。Township People＆#39;s Congress is the fundamental part in China＆#39;s people＆#39;s Congress System , which is directly elected by the voters , and therefore it plays an important role in the social development and stability .However ,there are some problems in this regard .The paper studies the development of Township People＆#39;s Congress in China , such as the direct election、political par-ticipation and other aspects of the system .The study is of importance for us to maintain the social stability and promote development of the people＆#39;s congress system .
