摘 要:面对气候变化,发展低碳经济是人类历史上第一次基于政治和政策的、有意识做出的伟大转变,即要构建基于全球合作文化并把全球生态体系考虑在内的全球低碳经济体系。温室气体排放是人类社会到目前为止面临的最大市场失灵,交换价值优于一切的市场逻辑不能解决气候变化问题。市场经济是人类配置资源的一种有效方式,但市场机制不能解决生态价值及其实现的问题、不能解决生态公平问题、不能解决线性经济体制带来的问题;市场机制与稳态经济是有矛盾的,市场机制是缺乏生态功能的,充分认识市场机制在解决气候变化问题上的局限性,有利于我们创立适应气候变化的制度,构建市场的生态功能。给市场经济嵌入环境制度,促进市场机制与低碳制度安排有机结合,并使市场机制在低碳发展的目标上运行,人类社会才能真正走上可持续发展的道路。In response to the climate change,low-carbon economy represents an initial great change in history which is chosen intentionally and based on political conditions and policies.In the atmosphere of global cooperation culture,low-carbon economy aims at building aglobal low-carbon economy system,taking the global ecological system into account.So far,to a great extent,green house gas emission and the development of low-carbon economy is the most severe market failure confronted by human society.Market cannot solve the problem concerning the value and realization of ecology;market cannot resolve the problem of ecological fairness;market cannot settle the problem caused by linear economic institution;market is incompatible with steady-state economy.It follows that market is short of ecological function.Therefore,being aware of the limitation of market on climate change is beneficial for human to establish the very institution seasoning with climate change and to entitle market with ecological function.Humans are advocated to embed environmental institution into market economy and operate market with low-carbon development objective;hence,human society can attain sustainable development veritably.
