摘　　要：两权分离的报批制度增加了自治条例出台的难度,预先审查的非法定程序中断了自治条例出台的可行性,事权划分不明确阻碍了自治区自治条例的出台。要认真总结自治区自治条例立法的经验教训,确立和落实合理的自治条例立法决策,建立健全自治条例立法监督机制,提高自治区自治条例(草案)的立法质量。要通过规范立法解释保障自治区立法自治权贯彻落实,尽快颁布《〈民族区域自治法〉实施条例》为自治区立法导航,可尝试自上而下立法方式推动自治区自治条例出台。The separation of two rights in approval system has increased the difficulty of autonomous regulations issued; Non-statutory pre-review process interrupts the feasibility of autonomous regulations provided, administrative division is not clearly hindered the autonomy regulations come on stage. We should conscientiously sum up the experiences and lessons of legislation in the autonomous regulations, the reasonable autonomous legislation decision-making should be established and carried out, the autonomous legislation supervision mechanism should be established and improved, and the quality of the autonomous regulations （draft） legislation should be improved. The Sate Council should through legislative interpretation standards to ensure autonomous region can carry out the legislation autonomy and enact the ＂Regional Ethnic Autonomy implementing regulations＂ as soon as possible to provide the navigation for autonomous legislative; we can try top-down legislative approach to promote regional autonomy regulations introduced.
