摘　　要：1988年中以前,以色列对哈马斯奉行默许政策;之后开始打压哈马斯。2006年3月以来,以色列对哈马斯政府实行不承认、封锁和严厉打击政策。以色列民众与政府对哈马斯的立场有所不同,许多人认为应该和哈马斯接触、对话。以色列的封锁与打击政策,虽使哈马斯和巴勒斯坦人遭受严重损失,哈马斯政府运转困难,但总体上事与愿违,不仅未能消灭哈马斯,还增加了哈马斯在巴勒斯坦人中的合法性,使哈马斯、加沙巴勒斯坦民意更加激进。哈马斯的反以立场和行动给以色列造成一定人员伤亡,增加了以色列固有的不安全感,对以色列经济、政治造成一定影响,也使以色列面临国际压力。以色列对哈马斯的政策是其对巴勒斯坦人战略的一部分。从长远来看,哈马斯问题的解决有赖于巴以和平进程的进展。Before the mid of 1988, Israel acquiesced Hamas＇ presence and development. Hereafter Israel turned to suppress and restrain that organization. Since the Hamas government was established in March 2006, Israel has adopted a series of policies of nonrecognition, blockade and crackdown towards the government. Compared with the Israeli government＇ s attitude, the Israeli public holds different views, who believes Israel should engage with Hamas and maintain dialogue with it. Although, due to Israel＇ s policies towards Hamas, Hamas and Palestinian suffered serious losses, with Hamas government running with difficulties. On the whole, Israel has not only failed to eliminate the organization, but also strengthened its political legitimacy in Palestinian, driving the organization and the public opinions in Gaza gradually radical. The Hamas＇ hostile attitude and actions against Israel has caused casualties and the increasing inherent insecurity of Israeli. Israel is confronted with political and economic impacts at home and pressure from international community. In conclusion, the Israel＇ s policies towards Hamas is just one part of Israel＇ s long - term strategy towards Palestinian. In a long run, the resolution of Hamas problem depends on the development of Palestinian - Israeli peace process.
