基于土地政策视角的家庭农场研究

摘　　要：为促进家庭农场的持续健康发展提供参考,基于土地政策视角对家庭农场进行了研究。结果表明:目前各地家庭农场总体上呈现良好发展态势,但也暴露出一些亟待解决的土地管理问题,如土地权益保护难、用地成本上升快、土地收益分配难,以及土地利用目标异化和用地配套政策滞后等。针对存在的问题,提出了当前亟须加快制订和实施一系列配套支持政策,特别要从加强土地权属管理、规范有序流转土地、加大土地整治力度、合理发放财政补贴和强化用地服务监管等方面加大土地政策改革创新力度。To provide a reference for promoting sustainable healthy development of family farm,the authors studied family farm from the perspective of land policy.Results：Family farm is generally taking on good development tendency in different places of China.However,some land management problems has emerged,such as land rights is difficult to guard,land use cost is increasing rapidly,land profit is difficult to distribute,land use purpose is catabolic,and assorted land use policy is hysteretic.It was proposed to speed up the proceedings of formulating and carrying out series of assorted supporting policy,especially strengthen efforts to reform and innovate land policy,through the angle of reinforcing land property right management,circulating the right to land contractual management orderly and standardly,strengthening efforts to land consolidation and rehabilitation,giving out fiscal subsidies properly,and reinforcing land use service and supervision.
