大型水利水电工程“三通一平”环境影响管理有关问题探讨

摘　　要：随着大型水利水电工程不断建设,建设单位、环境影响评价单位、环境保护行政主管部门等对"三通一平"建设内容存在不同理解,导致出现部分工程未批先建、违规建设等问题,"三通一平"环境影响问题日益引起环境保护主管部门高度关注。针对大型水利水电工程"三通一平"、主要环境影响和环境管理中存在的问题,提出相应的建议和对策。During the development of hydropower stations or large dams, environmental impact of ＂land cleaning and road, electricity and water supply system construction＂ has attracted more attention from the environment administration department, as prior construction without authorization or illegal construction have been found in many project due to disagreement between constructor, people in-charge-of environment impact analysis and environment administrative department for the interpretation of its contents. Recommendations are raised regarding to the management for ＂land eleaning and road, electricity and water supply system construction＂.
