摘　　要：设立国家安全委员会,发挥其在国家安全事务决策、咨询和协调中的重要作用,已成为国际潮流。国家安全形势的变化、国家最高领导人的认知和国家政治环境的变化,是国家安全委员会产生的三个主要驱动因素。国家安全委员会分为协调型、咨询型与决策型三种类型,形成自上而下由领导层、管理层、操作层组成的金字塔结构,一般通过会议的形式开展工作。我国国家安全委员会要更好地发挥作用,必须明确机构的职能定位,界定机构的业务范畴,确立机构的法律地位,制定机构的运作程序。The establishment of the National Security Council （NSC） to create an interdepartmental body so as to enable the military services and the other departments and agencies of the government to cooperate more effectively in matters involving the national security, has been a popular trend. The change of the national security threats, the vision of top leaders and the evolution of political environments, are the three most important driving forces that have shaped the creation of NSC. Being a coordinative, advisory or decisive body within the Government in the area of national security, NSC is hierarchical pyramid structure with a cluster of three levels - leadership management, operation, and governed and operated by conferences. To play an influential role in the national security policy process, the organization structure, legal status, functional scope and responsibilities of the Chinese NSC should be defined.
