摘 要:餐饮企业在居民区和商住楼内选址造成的污染问题是环境影响评价的重点之一,由于国内餐饮业环境管理办法对商住楼餐饮企业选址和布局的规定各不相同且大多较模糊,使得对餐饮建设项目的环境影响评价往往缺乏明确的政策导向,从而对其开发和设计不能实施有效的控制,是导致居民对餐饮污染带来的环保投诉持续增多的主要原因之一。本文通过对我国各地相关餐饮企业环境管理办法的比较,从环境影响评价的角度提出了餐饮企业选址的原则及要点,以为餐饮业环境管理办法的完善提供科学依据。The pollution problems caused by catering business in residential and commercial-residential buildings is one of the emphases of environmental impact assessment (EIA). The regulations of domestic catering services vary and are mostly obscure on the location and layout of catering business in commercialresidential buildings and lead to the lack of clear policy orientation in the assessment of catering construc- tion projects in EIA,so their development and design cannot be effectively controlled,which is one of the main reasons of the environmental complaints. By comparing the differences of environmental management practices in catering industry,this paper proposes some principles and ideas of the location selection from the aspect of EIA to provide the scientific basis for the improvement of catering services management.
