摘　　要：伴随沿海开发的大潮,江苏临海新兴城镇带的形成和快速崛起势所必然,它既为世界大江大河开发规律所驱使,又是国家整体发展和江苏"两个率先"的战略诉求。江苏临海新兴城镇带建设应确定科学的、高起点的、有特色的和新型的城镇化建设的明确定位,并据此作出相应的路径选择。尤为重要的是,要通过改革的深化保证江苏临海新兴城镇带的建设取得切实成效。With the tide of coastal development, the formation and rapid rise of Jiangsu burgeo- ning town belt near the sea is inevitable. It is the law of the world＇ s major rivers development, and also the country＇s overall development and Jiangsu ＂two leadings＂ strategic aspirations. The con- struction of Jiangsu burgeoning town belt near the sea should establish clear positioning of scientific, high starting point, distinguishing feature and new urbanization, and make the corresponding path choice accordingly. Particularly important is, through the deepening of reform to ensure the con- struction of Jiangsu burgeoning town belt near the sea to achieve tangible results.
