摘 要:基本生态控制区是保障城市生态安全格局和为市民提供公共休闲的绿色开敞空间通过对我国部分城市已开展的基本生态控制区划定标准、规划定位的研究,分析基本生态控制区规划实践经验与不足针对城市总体规划所确定的基本生态控制区布局、用地规模、公共绿地指标难以深化和延续的顽疾,广州市尝试开展"基本生态区控制性规划",借鉴控制性详细规划控制思路,以基本生态用地为对象进行专项控制性规划.落实总体规划生态用地(包括建设用地区和非建设用地内生态用地)的定性、定位、定量控制要求简要介绍广州对自然保护与绿地系统、水源与湿地、矿产资源与地质环境及其它四大类36个要素生态限制的评估.划定基本生态控制区的方法,建立行政单元、功能单元和规划管理单元三层次的生态控制区规划体系,提出三层次规划中基本生态用地分布、规模、人均指标等控制要求,阐述在集中城镇建设区指标控制、边界控制、通则控制和非集中建设区边界控制。Fundamental ecological controlling area is an area of green open space which serves to entertain the public and safeguard urban ecological security. This paper explores the design standard and planning orientation for selected cities in China that have embarked on the planning of fundamental ecological controlling areas. To address the complex and long-stand issues of the controlling of the des- ignated fundamental ecological area and provision of adequate public green space in Guangzhou, Guangzhou developed the "Regulatory Plan of Fundamental Ecolog- ical Area". The plan essentially regulates the fundamental ecological land so that quantative, qualitative and locational requirements specified in the master plan can be carried out. First, the paper gives a brief introduction to the assessment of 36 ecological restriction elements divided into four categories adoped by the regulato- ry plan. The four categories, include nature reserve, water and wetlands, miner- al resources and geological environment, and others. Second, the paper describes the method used to delineate fundamental ecological areas. Third, the paper pro- poses the establishment of a three-level planning system that includes administra- tive units functional unit and planning management unit. Fourth, it proposes loca- tional, scale and quantative standards corresponding to the above three planning levels. Finally, the paper recommends methods of indicator control, boundary con- trol, general role control in intensive construction area as well as boundary con- trol and category control in non-intensive construction area.
