摘　　要：2012年三大国际标准组织对其共同专利政策的实施指南进行了修改。本文对国际标准组织专利政策的最新进展进行讨论,以揭示标准和专利结合引发的新问题,探讨标准中专利问题的解决之道。The second edition of Guidelines for Implementation of the Common Patent Policy for ITU-T/ITU-R/ISO/IEC was published by ISO, IEC and ITU in 2012. This paper studies the latest progress of patent policy of ISO, IEC and ITU to reveal new problems caused by the combination of standards and patents and explore solutions of patent problems in standards.
