可行能力视角下贫困大学生资助的理念与管理

摘　　要：阿玛蒂亚·森把贫困视为是对基本可行能力的剥夺,而不仅仅是收入低下。文章以此为视角,对当前贫困大学生资助的理念与方法进行分析得出:可行能力的发展既是贫困大学生资助的根本价值目标,又是促进贫困大学生综合素质提升的有效途径;可行能力发展是贫困大学生权利平等的重要体现和根本保障;贫困的脆弱性和差异性,促使高校贫困资助必须转向动态化综合管理,应建立以多元化可行能力发展为标准的资助绩效评价体系。Amartya Sen takes poverty as the deprivation of basic capabilities , rather than low income .In view of this, in this paper the concept and method of poor college students ’ funding ware analyzed .The results show that the capability development of poor students is the basic goal of value , also is an effective means to promote the comprehensive quality of poor students; the capability development is the important embodiment and guarantee of the equal right of the poor college students;the frangibility and difference of the poverty will prompt the dynamic shift and comprehensive management of the poor students funding in higher institutions ;the standard funding per-formance evaluation system of diversified capability development should be established .
