摘　　要：根据俄罗斯财政部估计，2014—2016年，普遍征收汽车报废回收费将带来1190亿～1370亿卢布的预算收入，而目前年收入大约仅为540亿卢布。Russian auto industrial related regulations and environment might be changing this or that way after Jan.1st of 2014,which are A) Russian government will broadly impose recycling fees for discarded vehicles inside Russia;B) To terminate ahead of the scheduled arrangement the subsidy regulations for auto purchase.As the coming out of these favorable policies,China's whole-vehicle export to Russia would hopefully expect a early spring.
