摘　　要：近年来,我国社会结构呈现日益分化和固化的趋势,公众诉求更加多样化,新媒体技术日新月异,传统的维稳模式陷入困境。建立健全重大事项社会稳定风险评估机制是我国地方政府摆脱维稳困境的一个重要突破口。但是,社会稳定风险评估机制的基础理论研究缺乏,评估缺乏科学系统的理论支撑;社会稳定风险评估的主体单一,评估主体的权威性和中立性不足;社会稳定风险评估程序前后不衔接,评估结果难以应用。地方干部对社会稳定风险评估机制还存在认识上的障碍和误区,在风险点的识别与科学测量以及社会稳定风险评估的责任追究等方面的操作性难度较大。本文提出了如何在各级地方党委和政府进一步完善我国社会稳定风险评估机制的对策建议。China＇s social structure has a trend of both differentiation and solidification. With the public interests and demands have been more and more diversified, and the dramatically new media＇s technology changing, the traditional model of maintaining social sta bility has got into great troubles. Establishing and improving the social stability risk assessment mechanism of major policy and project is of critical importance for stepping out of the dilemma. However, the theoretical research on the social stability risk assessment mechanism is insufficient, the entity of social risk assessment lacks the authority and neutrality and social stability assessment procedure is not syn ergetie, so that the assessment results can＇t be operated. Local cadres still have great obstacles to understanding the social stability risk assessment, while the identification and measurement of social stability are extremely difficult and the administrative accountability of so cial risk responsibility is also hard to be operated. This paper has put forward the countermeasures and suggestions on how to further im prove the social risk assessment mechanism for local Party eolnmittees and governments at all levels.
