产业集聚区与城市协调发展问题研究——以鹤壁市为例

摘　　要：产业集聚和城市发展是相辅相成、良性互动的.产业集聚为城市发展集聚生产要素与产业;城市功能的基本作用是聚集物质和人力资本、消费市场提供必要的基础设施和制度环境.根据产城融合发展"作用圈"模型,城市要为产业集聚区提供公共基础设施、公共服务设施、人才和技术支持、出台财政扶持政策和税收扶持政策、降低产业集聚边际成本.产业集聚能为城市发展带来人口集中、资源集中,能为城市建设筹集更多的建设资金,能直接扩大城市规模和带来规模效应.The industrial agglomeration and the city development are properly interactive with supplementing each other. The industrial agglomeration can agglomerate the productive elements and industries for the urban development,while the basic urban functions include agglomerating the material,human capital and consumer markets and providing the necessary infrastructure and system environment. According to the“interactive circles”model of the amalgamation of the industries and a city,a city should supple the industrial agglomeration area with the public infrastructure,public service establishment,talent and the technique support,and should put forward the financial and tax support policies in order to decrease the marginal cost of the industrial agglomeration. The industrial agglomeration can concentrate people and resources for the urban development,raise more constructive money for the urban construction,expand the urban scale directly and bring the benefits on a large scale.
