卫生部门应急风险沟通能力评价指标体系研究

摘　　要：目的建立一套科学合理、有效实行、适用于卫生部门应急风险沟通能力评价的指标体系。方法在文献检索研究和头脑风暴法组织群体决策的基础上拟定了指标体系草案。遴选了15位从事卫生应急等相关领域的专业人士组成多学科专家组,运用德尔菲法进行两轮的专家咨询确定指标评价体系。结果经过两轮的专家咨询,删除了6项二级指标,并对部分指标进行合并修改,最终确定了8个维度30项指标的卫生部门风险沟通能力评价指标体系,专家对一级指标的Kendall’s W为0.34(P<0.001),二级指标的Kendall’s W为0.16(P<0.001),专家意见协调程度较好。结论研究构建了一套卫生部门风险沟通能力评价指标体系,可作为卫生部门在突发公共事件的应急处置中持续改进工作的评价工具。Objective To develop a set of indicators to assess the emergency risk communication skills of the health sectors. Methods This indicator system draft was based on literature review and brainstorming methods. A multi- disciplinary panel of 15 experts in the field of health emergency research participated in this study, with two rounds of ex- pert consultation using the Delphi survey designed to determine the eventual indicator system. Results After two rounds of expert consultation, six were eliminated from sub-indictors and some indicators were combined with modification. The even- tual indicator system consisted of eight main indicators and thirty sub-indicators. The Kendall coefficients of concordance of the main indictors were 0. 34 （P 〈 0. 001 ）, and the sub-indictors were 0. 16 （ P 〈 0. 001 ）. Conclusions The established indicator system can serve as a useful tool for the continuous improvement of handling public emergencies.
