摘　　要：目的调研安徽省现行的基层医疗卫生机构运行补偿机制实施情况,提出完善政策意见。方法依据省卫生厅基层医改相关政策落实情况座谈会、全省农村卫生工作座谈会各地提供材料,进行梳理统计。结果安徽各地都在稳步推进"核定基本支出,纳入预算管理,足额予以保障"政策,总体落实情况较好,但同时也存在一些问题。结论 "定项足额补助"取代"核定收支"是基层医疗卫生机构运行补偿机制的必然调整;建议健全完善基层医疗卫生机构编制预算监管,强化基层医疗卫生机构绩效考核的效果。Objective To research on the current compensation mechanism of the primary medical and health institutions in Anhui province, and put forward the perfect policy advice. Methods According to the material provided by the symposium on the related policy of the primary medical reform of the health department draw a statistical conclusion. Results The policy of ＂ approving essential expenses, bringing into a budget management, guaranteeing in full＂ was progressing steadily, the program was implemented well, but there still is some problems. Conclusions ＂ Quota with full subsidy＂ replace to ＂ check the payment ＂ is a necessary operation compensation mechanism of basic medical and health institutions adjustment, perfecting the budget supervision of the primary medical and health institutions, strengthening the effect in performance appraisal of the primary medical and health institutions.
