摘　　要：忠诚于党、忠诚于人民是公务人员一项重要的职业道德,但是在现实的行政实践中却往往由于公共利益与其他忠诚价值的冲突,使得公务人员维护公共利益的忠诚实践遭遇困境。因此,公务人员必须努力提高行政忠诚的道德修养,对各个忠诚价值进行一个合理的排序、理性的取舍,以此来减少自身的忠诚困境,更好地维护公共利益。Loyalty to the Party and people is an important professional ethics of civil servants, however, because of the conflict between public interests and other loyalty values, civil servants are often facing the loyalty plight in the reality of administrative practice. Therefore, civil servants must strive to improve the moral accomplishment of the administrative loyalty, being loyalty to the values with a rational choice, in or- der to reduce their loyalty plight and to better safeguard the public interest.
