基于整理规模潜力和产能潜力的“挂钩”能力评价

摘　　要：针对目前我国城乡建设用地增加挂钩项目中存在的居民点整理潜力及"挂钩"能力评价问题,本文建立修正系数指标体系测算现实潜力,在面积加权方法的基础上测算整理产能潜力;叠加图层确定新增城镇用地净占耕地规模,测算净占耕地产能损失。比较分析现实潜力规模和净占耕地规模以及产能潜力和产能损失,在数量和质量上综合评价区域"挂钩"能力。结果表明:窝北镇居民点整理现实潜力为60.98 hm2,建新区净占耕地规模为58.35hm2,产能潜力为645294.3 kg,产能损失为712752.3 kg;在耕地占补规模上窝北镇"挂钩"能力充足,在耕地质量上"挂钩"能力不足;从数量和质量不同的角度分析,"挂钩"能力是不同的。以此方法为我国"挂钩"工程中的农村居民点整理潜力和区域"挂钩"能力评价方法提供借鉴。In the light of the problems of rural residential land consolidation and regional ability of connecting an increase in urban construction with a decrease in rural residential land（ for short＂CUR＂） in project of ＂CUR＂. This paper calculate the potential of rural residential land consolidation based on index system of suitable correction coefficient, then calculate potential productivity based on area weighted average method. The pure occupation of cultivated land scale was ensured by overlay then calculate the loss of productivity. Evaluate ability of regional ＂CUR＂ in aspects of quantity and quality by analyzing realistic potential of consolidation and pure occupancy of cultivated land, potential productivity and loss of productivity. The result shows, realistic potential of rural residential land consolidation is 60.98hm2, pure occupation of cultivated land scale was 58.35hm2, potential productivity is 645294.3 kg , loss of productivity is 712752.3 kg; This paper shows different ability of ＂ CUR＂ from different perspeetivequantity and quality, WoBei town has adequate ability in quantity aspect, but it has poor ability in quality aspect. This paper provide reference for calculation in the potential of rural residential land consolidation and evaluation ability of regional ＂CUR＂.
