摘　　要：边疆地区新兴城市的建设与发展与人文资源关系紧密。人文资源不仅能够助推边疆地区新兴城市的经济发展,而且有益于边疆地区新兴城市发展目标的定位和城市精神的凝练;反之,边疆地区新兴城市发展所带来的资金、人才及观念的更新与改变也有益于人文资源的保护与传承。作为边疆地区新兴城市的代表,崇左市人文资源丰富,然而在开发的过程中确也存在着明显的不足。崇左市需转变观念,高度重视人文资源的开发、利用与保护。Urban construction and development of newborn cities in border areas are closely connected to human resources. Human resources not only boost the economic development in newborn cities in border areas, but also help set the goals of the city development and compact city’s spirit. In addition, development funds, personnel and updated concept and wil which derive from newborn city’ s development benefit the protection and heritage of human resources. As a representative of newborn cities in border areas, Chongzuo has rich human resources. But in the process of de-veloping, there are indeed obvious deficiencies. Chongzuo needs to change concepts and attaches great importance to human resources develop-ment, utilization and protection.
