摘 要:退休年龄偏低和高技能人才浪费是近年来我国面临的两个突出问题,提高高技能人才的退休年龄可以一举两得.以分析提高退休年龄与高技能人才开发之间的作用机制为逻辑起点,通过构建提高退休年龄与经济发展以及就业之间的量化关系模型,利用灰色预测法、队列分析原理,分析提高高技能人才退休年龄的时机和方案,并在此基础上从方案设计、法律环境、管理制度以及激励机制四个方面提出可操作性建议,以期达到延长退休年龄和开发高技能老年人才资源的双重目标.In recent years, China facing the two prominent issues:the lower retirement age and the waste of high - skilled elder talent resources, improving retirement age of high - skilled tal- ent is an effective measure which can kill two birds with one stone. In order to achieving dual goals of improving retirement age and developing high - skilled elder talent, the article analyses the mechanism between improving retirement age and developing high - skilled elder talent re- sources firstly, then constructs the quantitative relation model of improving retirement age and developing economic as well as employment to analyze the opportunity and scheme about how to improving the retirement age of high - skilled talent, which using principles such as gray sys- tem, cohort analysis etc. In the end, this thesis puts forward recommendations in the perspective of conceptual, legal environment, management system and incentive mechanism.
