摘　　要：清政府在对外贸易上所实行的闭关政策被认为是近代中国落后的原因之一 ,但闭关政策的形成实际上是经过禁海——开放——闭关发展过程的。清代海外贸易政策的发展是清代政治、经济环境所造成的 ,同时它也反映出清代各个时期政治、经济上的变化 。The Qing dynasty' s closed-door policy on its overseas trade is usually regarded as one of the re asons why China was left behind in modern history.The formation of the closed-d oor policy underwent a process from forbidding overseas trade to opening trade t o the world and finally the closed-door policy.It was the political and economi c situations of the Qing dynasty that led to the development of its overseas tra de policy.The policy also reflected the political and economic changes of the di fferent periods of the Qing dynasty.Besides,it had different effects on its over seas trade in different periods.
