摘　　要：绿色证书制度作为发展可再生能源的重要制度手段,目前已经在二十多个国家的国家层面上实施,它主要涉及证书的颁发(注册)、证书的内容及形式、证书的核算、交易、撤销、终止、证书的监管以及灵活的履行机制等;充分的管理和制度支持、有效的网络及系统支持和公众积极参与对于其有效实施非常重要。我国将来建立相关制度时可以借鉴国外经验,根据我国国情设计周密的流程,做好全方位准备。Green certification system as an important system in development of renewable energy has been implemented in more than 20 countries.It mainly involves the certificate issuing (register), content and form, business accounting, transaction, cancellation, termination, regulation and theflexible mechanism of implementation, etc. Good support, effective network, system management and actively public participation is very important for its effective implementation.Our country can draw lessons from foreign experience to establish relevant system in the future with careful design according to the situation of our country.
