防御输变电装备故障导致电网停电事故的基础研究

摘  要:现代社会中,电网是大中城市运行和国民经济发展的命脉,电网一旦发生重大事故引起大面积停电,将会对国民经济发展造成严重的影响,而且还会影响人民日常生活甚至引起社会公共安全问题。因此,世界发达与高速发展中国家都高度重视电网的安全运行。多年的电网运行经验表明,输变电装备的故障是引起电网重大事故的主要源头。只有高度重视输变电设备的安全可靠运行,才能从源头上建立第一道防御系统,减少电网重大事故的发生,降低因电网大面积停电带来的损失。我国在实施"西电东送、南北互供、全国联网"中长期战略、特高压输电系统和智能电网建设中,在工程技术需求层面上还存在许多亟待解决的相关科学问题和技术难题。为此,2009年国家立项了"防御输变电装备故障导致电网停电事故的基础研究"国家重点基础研究发展计划(973计划)项目。本文就项目的立项背景、研究内容及取得的成果进行介绍。In modern society, once there is an accident in the national grid, there will be a large area blackout. A blackout will not only shock the economic development but also damage people's normal life even the public se- curity. So power grid has become the bloodline of na- tional economy. Great attentions have been paid to en- suring the safety of national grid. Based on years of ex- perience of the grid, faults of power equipment is the main cause of grid faults. Only focusing on the safety of the equipment can prevent grid faults in the first place. Nowadays, our country is in the implementation stage of West-to-East Power Transmission, South-and-North Power Transaction, Nationwide Electricity Interconnec- tion and the construction of the UHV AC and DC Grid. In the demand of engineering there are a lot of relative basic problems need to be solved. To fulfill this, a Na- tional Basic Research Program of China (973 Pro- gram)-" Defense Research to Avoid Power Grid Black- out Caused by Power Equipment Failure" was set in 2009. In the article the background, main content and achievements of the program is overviewed.
