摘 要:农村人口食物安全状况不断变化,单一时点静态食物安全状况不足以反映食物安全所具备的动态特征,文章依据2004年、2006年和2009年农村人口食物安全识别结果将农村人口食物安全水平划分为食物安全、暂时食物安全、暂时食物不安全和长期食物不安全四个类型,并对农村人口食物安全特点、成因和不同食物安全状态摆动机理进行分析。结果发现,以能量和蛋白质摄入安全为基准的农村人口食物安全形势不容乐观,长期食物不安全人群占比分别为23.24%和27.40%。虽然经济增长可以提高农村人口食物安全水平,但伴随经济增长某些区域农村人口食物安全水平出现下降,表明经济增长要与财税体制和收入分配等协调发展,才能更有效地作用于农村人口食物安全;工资收入较低、体力活动水平较大的农村人口食物安全水平较差,对食物不安全人群进行动态识别和群体分类是提高农村人口食物安全保障水平的关键;未来食物安全的重点是警惕营养不良和营养过剩的双重压力,应倡导科学、健康和节约的饮食消费观念。The food security situation in rurat areas is constantly changing, so it is impossible to describe the dynamic characteristics of food security from the single point static perspective. According to food security identification results in rural areas in 2004,2006 and 2009, this paper divides food security levels of rural households into four groups,namely food security,temporary food security, temporary food insecurity and chronic food insecurity, and analyzes the characteris- tics and causes of food security in rural areas and the swing mechanism of different food security statuses. It arrives at the following results: firstly,food security in rural areas taking energy and protein intake security as the benchmark is not optimistic and the percentages of population con cerning chronic food insecurity are 23.24% and 27.40% respectively; secondly, economic growth can improve food security in rural areas, but with economic growth, food security levels in some rural areas reduce, showing that economic growth with the coordination of fiscal and tax systems, income distribution and so on plays a more effective role in food security in rural areas; thirdly, low income and greater physical activities lead to poorer food security in rural areas,and dynamic identification and group classification of food insecurity group are the key to the increase in food security in rural areas;fourthly, future focus on food security lies in a solution to dual pressures on malnutrition and over-nutrition, and the advocacy of scientific, healthy and frugal diet and con sumption ideas.
