摘　　要：近代城市土地管理制度的变革形成了不同的路径,其中租借地城市土地管理制度的变革有的有明显的移植和独创的特征,有的则有明显的"二元化"特征。青岛和威海同为租借地城市,但二者的土地管理制度体现出了不同的特点,进而对城市的后续发展产生了深远影响。而不同的土地管理制度的形成,政府、领导者个人偏好、文化特点等对其都有很大影响。The changes in land management institutions in modern cities had formed different routes. And as for changes in land management institutions in leased territories, some were fea- tured by obvious transplantation and original creation, and some significant duaiization. Qingdao and Weihai were leased territories, but land management institutions in Qingdao and Weihai had different characteristics, having profound effect on further urban development. Factors such as governments, leaders＇ individual preference and culture characteristics had great effects on the formation of different land management institutions.
