摘　　要：特权分配成为转型期俄罗斯收入分配的一个重要特征,它越来越影响到转型和改革的顺利进行。究其原因,特权分配是高度集中体制的产物,也是改革初期转型国家无法避免的代价。特权分配的长期存在会阻滞改革和转型的顺利进行,必须通过民主政治建设和完善市场经济来遏制和消除这种现象。The distribution of privileges has become an important feature of the Russian income distribution during the transition period, and it is more and more influential on the smoothness of transformation and reform. In the end, the distribution of privileges is the product of the highly centralized system, and it is also the unavoidable cost in the transitional countries during the early period of reform. The prolongee existence of the distribution of privileges will hinder the smoothness of the reform and transition, and it must be curbed and eliminated by the establishment of democratic politics and the improvement of the market economy.
